Procedure for getting permanent residence abroad

Processing documents for departure for permanent residence abroad is an official procedure by which a citizen of Ukraine confirms their intention to reside permanently outside Ukraine.

This does not constitute renunciation of Ukrainian citizenship. A person remains a citizen of Ukraine, but their status changes from “temporary stay abroad” to “permanent residence abroad,” which is reflected by the corresponding stamp in the passport document.


IMPORTANT: Obtaining permanent residence abroad provides Ukrainian citizens with expanded access to consular services (for example, divorce, change of name, renunciation of Ukrainian citizenship, etc.), as well as tax benefits for the one-time import of personal belongings into Ukraine upon returning for permanent residence.


Obtaining permanent residence abroad is not mandatory. Ukrainian citizens may live in other countries for many years without this status. Without the permanent residence abroad under Ukrainian law, citizens residing abroad are considered to be on a “temporary stay abroad.”


Obtaining permanent residence abroad is not equivalent to obtaining local documents for legal stay in another country.

The consular fee for processing documents for departure for permanent residence abroad is 200 USD.


The consular fee may be paid using one of the following methods:

  1. By bank card using the payment terminal located at the Embassy premises (applicable bank fees may apply).

  2. Through the banking application (available only to persons who have an account with the Peruvian bank BBVA).

  3. In cash, in U.S. dollars, at a bank branch, upon presentation of the bank payment slip issued during the consular appointment.

Citizens of Ukraine who have temporarily moved abroad and have reached the age of 16 must submit the following documents to the Embassy of Ukraine in Peru in order to process documents for permanent residence in Peru or Colombia:

  1. Valid Ukrainian international passport: original and 1 copy;

  2. Completed and signed application form;

  1. One color photograph, size 3.5 × 4.5 cm;

  2. Copy of the internal Ukrainian passport (if available);

  3. Copy of the taxpayer identification number (RNOKPP) (if available);

  4. Certificate confirming registration as a citizen of Ukraine — for persons born abroad after March 1, 2001.


IMPORTANT: When submitting the documents, the applicant signs a document confirming that they have been informed of the obligation to deregister their place of residence in Ukraine within 6 months.

To process documents for permanent residence in Peru or Colombia for a person under the age of 16, a legal representative must submit the following documents on their behalf to the Embassy of Ukraine in Peru:

  1. Сompleted and signed application by the legal representative — if the legal representative is not submitting an application for themselves;

  1. Birth certificate of the person under 16 and a copy thereof. For persons born abroad on or after March 1, 2001, a certificate of registration of the person as a citizen of Ukraine and its copy must also be submitted;

  2. Valid identity document of the legal representative and a copy thereof;

  3. One color photograph of the person under 16, size 3.5 × 4.5 cm;

  4. Documents confirming the authority of the legal representative and their copies. The authority of one of the parents is confirmed by the child’s birth certificate. In case of discrepancies between the name(s) in the document confirming the authority of the legal representative and in the passport, additional documents confirming the change of name must be submitted;

  5. Notarized consent of the legal representatives or of one of them who remains in Ukraine, for the child’s permanent residence abroad, or a death certificate, or a court decision on deprivation of parental rights, recognition of a person as having limited legal capacity or being incapacitated, missing, or declared deceased, along with copies of such documents. In the absence of one of the above documents, a court decision granting permission for the child to leave for permanent residence abroad and its copy must be submitted.

If the other legal representative is a foreigner or a stateless person, as confirmed by documents, their consent is not required. In such a case, a copy of a valid passport document or the child’s birth certificate confirming that the other legal representative is a foreigner or a stateless person must be submitted. If the other legal representative is a citizen of Ukraine who is officially recognized as permanently residing abroad, as confirmed by documents, their consent is not required;

  1. Notarized statement of consent from a child aged 14 to 16 for processing documents for permanent residence abroad;

  1. Copy of the Ukrainian passport (if available) and a copy of the taxpayer identification number PNOKPP (if available);

  2. Document confirming payment of the consular fee, if the legal representative submits a separate application for the processing of documents for the child’s permanent residence abroad, or a document confirming exemption from payment;

  3. Passport of a person aged 14 to 16 — original and copy (for a child under 14 — if available).


IMPORTANT! When submitting the documents, the applicant signs a document acknowledging the requirement to deregister their place of residence in Ukraine within 6 months.

The case files related to the processing of documents for departure for permanent residence abroad for persons who have reached the age of 16 are subject to a coordination procedure with the Security Service of Ukraine at the place of the applicant’s (last) registration in Ukraine, through the Consular Service Department of the Ministry of Foreign Affairs. After receiving a response from the Security Service of Ukraine, the Consular Service Department informs the Embassy of Ukraine to which the applicant applied about the results of the verification.


The approximate duration of the verification process is 45 working days.


Based on the results of the verification, the Embassy of Ukraine adopts a decision on the application for processing documents for permanent residence abroad or a decision to refuse such processing.

A decision to refuse the processing of documents for permanent residence abroad is made if one of the following grounds exists:

  1. Request by the applicant (or their legal representative) to withdraw from further consideration of the submitted application;

  2. Request by one of the legal representatives of a child or by the child aged 14 to 16 to withdraw their consent to the processing of documents for permanent residence abroad;

  3. Existence of one of the conditions provided by Article 6 of the Law of Ukraine “On the Procedure for Exit from Ukraine and Entry into Ukraine of Citizens of Ukraine,” which restricts the applicant’s right to leave Ukraine;

  4. Reasoned objections from the Security Service of Ukraine.

The Embassy informs the applicant of the decision within five working days in writing via electronic or postal communication and provides a copy of the decision.


IMPORTANT: At the same time as adopting the decision on processing documents for permanent residence abroad, the applicant is informed of the need to deregister their place of residence in Ukraine and to submit to the foreign diplomatic mission, within six months from the date of notification, one of the following documents:

  • for a person holding a Ukrainian passport in booklet form — a stamp confirming deregistration of the place of residence;

  • for a person holding a Ukrainian ID card (with a contactless electronic chip) — a certificate of deregistration of the place of residence issued by the relevant registration authority;

  • for a person who was registered in Ukraine but did not obtain a Ukrainian passport — a certificate of deregistration of the place of residence issued by the registration authority;

  • for a person who was not registered in Ukraine and did not obtain a Ukrainian passport — a certificate issued by the registration authority at the place of registration of the legal representatives or one of them who is a citizen of Ukraine, provided that the other is a foreigner or a stateless person. If both legal representatives are citizens of Ukraine, such a certificate is issued at the place of their last registered residence in Ukraine.


After submission of one of the above-mentioned documents, a “permanent residence” stamp is placed in the Ukrainian passport for travel abroad, indicating the date of the decision, the name of the country, as well as the position, surname, and signature of the consular officer, and a certificate confirming the processing of documents for permanent residence abroad is issued. This certificate is issued free of charge.


IMPORTANT! If a person reaches the age of 14 during the processing of documents for permanent residence abroad, the consular officer informs the legal representative in writing, prior to accepting the application, that deregistration of the place of residence in Ukraine and obtaining the relevant confirming document (which is required to complete the process) is only possible after obtaining a Ukrainian internal passport. This information must be signed by the legal representative and is attached to the case file.


If the applicant does not contact the foreign diplomatic mission within six months from the date of notification of the decision in order to complete the process, THE DECISION ON PERMANENT RESIDENCE IS REVOKED, and the consular fee is non-refundable.

A decision to process documents for permanent residence abroad or to refuse such processing for a person under the age of 16 at the time of the decision is made without sending a request to the Security Service of Ukraine, within five working days from the date of receipt of all required documents.

The foreign diplomatic mission informs the legal representative of the decision within five working days in writing via electronic or postal communication and provides a copy of the decision.

At the same time as adopting the decision on processing documents for permanent residence abroad, the legal representative is informed of the need to deregister the place of residence in Ukraine and to submit to the foreign diplomatic mission, within six months from the date of notification, one of the following documents:

  • for a person holding a Ukrainian passport in booklet form — a stamp confirming deregistration of the place of residence;
  • for a person holding a Ukrainian ID card (with a contactless electronic chip) — a certificate of deregistration of the place of residence issued by the relevant registration authority;
  • for a person who was registered in Ukraine but did not obtain a Ukrainian passport — a certificate of deregistration of the place of residence issued by the registration authority;
  • for a person who was not registered in Ukraine and did not obtain a Ukrainian passport — a certificate issued by the registration authority at the place of registration of the legal representatives or one of them who is a citizen of Ukraine, provided that the other is a foreigner or stateless person. If both legal representatives are citizens of Ukraine, such a certificate is issued at the place of their last registered residence in Ukraine.

If the applicant does not contact the foreign diplomatic mission within six months from the date of notification of the decision to complete the processing, THE DECISION ON PERMANENT RESIDENCE IS REVOKED, and the consular fee is non-refundable.

A decision to revoke a previously adopted decision on processing documents for departure for permanent residence abroad is made by the head of the foreign diplomatic mission that issued the original decision, in the following cases:

  1. Submission by the applicant of invalid or forged documents, knowingly false information, or concealment of a material fact that would prevent the processing of documents for departure for permanent residence abroad;

  2. If the applicant fails to contact the Embassy within six months from the date of notification of the decision in order to complete the processing of documents for departure for permanent residence abroad.

The applicant is informed of the decision to revoke within five working days by the foreign diplomatic mission in writing via postal or electronic communication. In case of revocation, the consular fee is non-refundable.
