Consular registration

Consular registration consists of the registration at the Embassy of Ukraine of a citizen of Ukraine who permanently resides or is temporarily staying abroad, by entering their data into a registration card and into the electronic register of citizens of Ukraine who permanently reside or are temporarily staying abroad, maintained by the Embassy of Ukraine in accordance with the established format. A corresponding stamp is placed in the passport document to confirm consular registration.

Consular registration is carried out at the Embassy of Ukraine in Peru for citizens of Ukraine who permanently reside or plan to stay temporarily on legal grounds in the territory of Peru or Colombia for a period exceeding three months.


Consular registration is carried out in the following cases:

  • permanent residence of a citizen of Ukraine abroad;

  • temporary stay of a citizen of Ukraine abroad for more than three months;

  • change of place of residence abroad;

  • change of the boundaries of the consular district of the Embassy of Ukraine;

  • adoption of a child — a citizen of Ukraine by a foreigner or by a citizen of Ukraine who permanently resides abroad.


The consular fee for registration in the consular register is 20 USD.


The consular fee may be paid using one of the following methods:

  1. By bank card using the payment terminal located at the Embassy premises (applicable bank fees may apply).

  2. Through the banking application (available only to persons who have an account with the Peruvian bank BBVA).

  3. In cash, in U.S. dollars, at a bank branch, upon presentation of the bank payment slip issued during the consular appointment.


The consular fee is not charged for:

  • registration in the permanent consular register of children under 16 years of age;

  • registration in the permanent consular register of children — citizens of Ukraine adopted by foreigners or by citizens of Ukraine who permanently reside abroad;

  • removal from the consular register.

ATTENTION! Registration in the consular register at the Embassy of Ukraine in Peru is possible only during an in-person consular appointment in Lima (Peru).


Consular registration is voluntary, except for the registration of children — citizens of Ukraine adopted by foreigners or by citizens of Ukraine who permanently reside abroad, and is carried out on the basis of an application submitted by the citizen of Ukraine or their legal representative.

Being registered in the consular register enables a citizen of Ukraine to receive timely consular assistance, and allows the Embassy to provide such assistance promptly in case of an emergency.

Citizens of Ukraine who are registered in the consular register are automatically included in voter lists during elections of the President of Ukraine and members of the Verkhovna Rada of Ukraine.

Citizens who are registered in the consular register have the right to temporarily import into the customs territory of Ukraine vehicles with foreign registration under a written undertaking for a period not exceeding 60 days within 180 days without payment of customs duties.

Citizens of Ukraine who, in accordance with the current legislation of Ukraine, are considered to be permanently residing abroad (their passport of a citizen of Ukraine for travel abroad contains the mark “Permanent residence” affixed by the competent authorities of Ukraine) are registered in the permanent consular register.

Citizens of Ukraine who have permission to stay abroad on legal grounds for more than three months are registered in the temporary consular register at the respective foreign diplomatic mission for the period specified in the permit issued by the competent authorities of the foreign state that grants the right of residence in that country (visa, residence permit, Carné de Extranjería, Cédula de Extranjería, etc.).

Citizens of Ukraine who are legally staying abroad temporarily (for more than three months) may be registered in the temporary consular register at the Embassy of Ukraine for the period specified in the permit issued by the competent authorities of the foreign state granting the right to reside in that country (visa, residence permit, Carné de Extranjería, Cédula de Extranjería, etc.).

Citizens of Ukraine are registered in the temporary consular register for a period of one year. This period may be extended in accordance with the validity of the residence permit, but may not exceed five years.

When applying for temporary consular registration, a citizen of Ukraine shall submit:

  1. Passport;
  2. Original and a copy of the residence permit issued by the competent authorities of the foreign state granting the right to reside in that country;
  3. One photograph sized 10 × 15 cm;
  4. Copy of the residence permit issued by the competent authorities of the foreign state (if available);
  5. Copy of a document issued by the competent authorities of the foreign state confirming the address of residence or stay of the citizen of Ukraine in Peru or Colombia;
  6. Copy of a document containing information about the place of birth (ID-card, birth certificate, or extract from the State Register of Civil Status Acts on birth registration);
  7. Copy of the certificate of registration/deregistration of the place of residence or the passport of a citizen of Ukraine in booklet form (if available).


If the application for temporary consular registration is submitted by a legal representative, in addition to the above documents, the original and a copy of the document confirming the identity and authority of the legal representative shall be submitted (the originals shall be returned to the applicant).

When registering a child under 16 years of age, the application and registration card shall be completed by one of the parents (legal representative). If the child does not have their own passport document, copies of the parents’ (legal representatives’) passport pages containing personal data and information about the child shall be attached to the registration card.

In the passport document of a citizen of Ukraine who plans to stay abroad temporarily for more than three months, a stamp shall be affixed stating: “Registered in the temporary consular register at … from … to …”, along with the date, the signature of the consular officer, and the official seal.

Citizens of Ukraine who, in accordance with the current legislation of Ukraine, are considered to be permanently residing abroad are registered in the permanent consular register.

The period of stay in the permanent consular register is unlimited.

A person registered in the permanent consular register is required to contact the Embassy of Ukraine every ten years to update their personal data.

When applying for permanent consular registration, a citizen of Ukraine shall submit:

  1. Passport;
  2. Copies of the pages of the passport document containing personal data and the mark indicating departure for permanent residence abroad;
  3. Original and a copy of the residence permit issued by the competent authorities of the foreign state granting the right to reside in that country;
  4. One photograph sized 35 × 45 mm.


If the application for permanent consular registration is submitted by a legal representative, in addition to the above documents, the original and a copy of documents confirming the identity and authority of the legal representative shall be submitted (the originals shall be returned to the applicant).

When registering a child under 16 years of age in the permanent consular register, the application and the registration card shall be completed by one of the parents (legal representative). If the child does not have their own passport, copies of the parents’ (legal representatives’) passport pages containing personal data, the mark indicating departure for permanent residence abroad, and information about the child shall be attached to the registration card.

Upon registration in the permanent consular register, a stamp is placed in the passport or travel document of the child stating: “Registered in the consular register at…”, along with the date, the signature of the consular officer, and the official seal.

Children — citizens of Ukraine adopted by foreigners or by citizens of Ukraine who permanently reside abroad are subject to mandatory registration in the permanent consular register until they reach the age of 18.

For the registration of an adopted child — a citizen of Ukraine in the permanent consular register at the Embassy of Ukraine, adoptive parents — foreigners or citizens of Ukraine who permanently reside abroad — shall submit to the Embassy of Ukraine:

  1. An application in the prescribed form;
  2. A completed registration card of the child — a citizen of Ukraine adopted by foreigners or by citizens of Ukraine who permanently reside abroad;
  3. The child’s passport;
  4. Copies of the pages of the passport document containing personal data and the mark indicating departure for permanent residence abroad;
  5. Copies of the pages of the adoptive parent’s passport containing personal data;
  6. A document confirming the adoption of the child — a citizen of Ukraine by foreigners or by citizens of Ukraine who permanently reside abroad, and a copy thereof (the original of this document shall be returned to the applicant);
  7. One photograph of the child sized 35 × 45 mm.


The application and the registration card of the adopted child — a citizen of Ukraine adopted by foreigners or by citizens of Ukraine who permanently reside abroad — must be completed in Ukrainian and in the language of the country of residence.

Upon registration in the permanent consular register, a stamp is placed in the child’s passport document stating: “Registered in the consular register at…”, along with the date, the signature of the consular officer, and the official seal.

Citizens of Ukraine who plan to return to Ukraine or move to the consular district of another diplomatic mission of Ukraine are required to be removed from consular registration (temporary or permanent) at the Embassy.

To be removed from consular registration, it is necessary to submit a valid passport of a citizen of Ukraine to the Embassy of Ukraine in Peru.
