Immigration to Ukraine

If a foreign national or a stateless person wishes to immigrate to Ukraine for permanent residence, it is necessary to obtain an immigration permit approved by the State Migration Service of Ukraine.

An immigration permit is a decision of the competent authorities of Ukraine that grants a foreign national or a stateless person the right to reside permanently in Ukraine. After obtaining such a permit, the person may apply for a permanent residence permit in Ukraine.


The Embassy of Ukraine in Peru accepts applications for immigration permits from foreign nationals and stateless persons who permanently reside in the territory of Peru and Colombia. If a foreign national or a stateless person is already temporarily residing in Ukraine, the application for an immigration permit must be submitted to the State Migration Service of Ukraine within the territory of Ukraine.


After obtaining the immigration permit, the foreign national must apply within one year to the State Migration Service in Ukraine to obtain a permanent residence permit.


Obtaining an immigration permit is a mandatory requirement for the acquisition of Ukrainian citizenship.

An immigration permit is not required in cases of acquisition of Ukrainian citizenship by birth or by territorial origin.


The approximate processing time for an immigration permit application is 365 days from the date of its submission to a Ukrainian diplomatic mission abroad.


The consular fee for processing documents for an immigration permit is 400 USD.


An immigration permit shall not be granted, in particular, to persons:

  • who have an outstanding conviction for serious crimes;
  • who have committed crimes against peace, war crimes, or crimes against humanity;
  • who have submitted false information or forged documents;
  • who are subject to a ban on entry into the territory of Ukraine;
  • who have violated the migration legislation of Ukraine.

An immigration permit to Ukraine may be granted either within the immigration quota or outside the quota.

The immigration quota is the maximum number of foreigners and stateless persons established annually by the Cabinet of Ministers of Ukraine who may be granted an immigration permit under specific categories during one calendar year. Accordingly, applications submitted by persons belonging to quota categories are considered subject to the availability of places within the established quota. At the same time, immigration permits outside the quota are granted to specific categories of persons defined by the legislation of Ukraine, for whom no numerical limits apply; therefore, the consideration of their applications does not depend on the annually established quota.

Grounds for granting an immigration permit within the quota category:

  1. Figures in science and culture whose immigration is in the interest of Ukraine;

  2. Highly qualified specialists and workers whose skills are critically needed for the Ukrainian economy, as well as their spouses and children under 18, provided they enter and reside in Ukraine together;

  3. Persons who have made a foreign investment in the Ukrainian economy in convertible currency in an amount of at least USD 100,000;

  4. Persons who are full siblings, grandparents, or grandchildren of citizens of Ukraine;

  5. Persons who previously held Ukrainian citizenship;

  6. The spouse of an immigrant, provided they have been married for more than two years, as well as their children under 18 and dependent parents, recognized as family members under the law of the country of origin;

  7. Persons who have continuously resided in Ukraine for three years after being recognized as victims of human trafficking;

  8. Persons who have served in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine for three or more years;

  9. Persons who have served in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine for three or more years, or for at least one year during the period of martial law in Ukraine;

  10. Persons who have served in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine (regardless of the length of service) and have been declared unfit for military service due to illnesses or injuries (trauma, concussion, mutilation) sustained in the line of duty.


Grounds for granting an immigration permit outside the quota category:

  1. One of the spouses, if the other spouse, with whom they have been married for more than two years, is a citizen of Ukraine, as well as children and parents of Ukrainian citizens;

  2. One of the spouses, if the other spouse is a deceased Ukrainian citizen who served in the Armed Forces of Ukraine or other military formations established in accordance with Ukrainian law, the Security Service of Ukraine, the State Service of Special Communications and Information Protection, the National Guard of Ukraine, the State Border Guard Service, the State Protection Directorate, the State Special Transport Service, law enforcement bodies of special purpose, or intelligence agencies (regardless of the duration of marriage valid at the time of death), provided that the application is submitted during martial law or within six months after its termination, as well as children under 18 and parents of the spouse;

  3. Stateless persons who have resided in Ukraine on the basis of a temporary residence permit for two years from the date they were recognized as stateless persons;

  4. One of the spouses, if the other spouse is a deceased foreign national or stateless person who served under contract in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine (regardless of the length of service), as well as children under 18 and parents of the spouse;

  5. One of the spouses, if the other spouse is a deceased foreign national or stateless person who, during martial law in Ukraine, provided combat, tactical, radio-technical, explosive engineering, medical or other assistance to the Armed Forces of Ukraine or the National Guard of Ukraine, including territorial defense units and volunteer formations, directly in combat areas and participated jointly with such units in performing combat or service tasks, as well as their children under 18 and parents of the spouse;

  6. Persons who are guardians or custodians of Ukrainian citizens, or who are under guardianship or custody of Ukrainian citizens;

  7. Persons eligible to acquire Ukrainian citizenship by territorial origin (except those who previously held Ukrainian citizenship);

  8. Persons whose immigration is of state interest for Ukraine;

  9. Foreign Ukrainians, their spouses, and their children, provided they enter and reside in Ukraine together.

An immigration permit may be granted to the following relatives of a deceased foreigner or stateless person who served under contract in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine (regardless of the length of military service):

  • spouse of the deceased servicemember;
  • children of the servicemember under 18 years of age;
  • parents.

LIST OF REQUIRED DOCUMENTS:

  1. Original passport;

  2. Notarized copy of the passport;

  3. Translation into Ukrainian of the notarized copy of the passport;

  4. Documented proof of family composition (notarized copies of birth certificates, marriage certificate, documents on adoption, guardianship, etc.). Each document must be apostilled and translated into Ukrainian;

  5. Three photographs (3.5 × 4.5 cm);

  6. Document confirming place of residence in Peru or Colombia, with apostille and translation into Ukrainian;

  7. Document confirming place of residence in Ukraine, namely:

    • original (returned after presentation) and a copy of a document confirming ownership of housing in Ukraine;

    • if the housing does not belong to the applicant — written consent of the owner (co-owner), duly certified;

  8. Originals (returned after presentation) and copies of documents confirming family relationship with the deceased foreigner or stateless person — servicemember of the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine as of the date of death. Each document must be apostilled and translated into Ukrainian;

  9. Documents confirming the fact of military service;

  10. Documents confirming the fact of the death of the servicemember;

  11. Document confirming legal stay/temporary residence in Ukraine. Legal stay/temporary residence is confirmed by an entry stamp in the passport, an extension of stay within the permitted period, a valid temporary residence permit with registered/declared address, or other documents provided for by the legislation.

This category includes foreigners or stateless persons who have performed military service under contract in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine. The law provides for two possible grounds: completion of military service for three years or more, or completion of military service for at least one year during the period of martial law in Ukraine. Martial law in Ukraine was introduced on February 24, 2022; therefore, this category also includes persons who have served in the above-mentioned military formations for at least one year after February 24, 2022.

  2. Notarized copy of the passport;

  3. Translation into Ukrainian of the notarized copy of the passport;

  4. Documented proof of family composition (notarized copies of birth certificates, marriage certificate, documents on adoption, guardianship or custody, etc.). Each document must be apostilled and translated into Ukrainian;

  5. Three photographs (3.5 × 4.5 cm);

  6. Document confirming place of residence in Peru or Colombia, with apostille and translation into Ukrainian;

  7. Document confirming place of residence in Ukraine, namely:

For minors, as well as persons who have been legally recognized as incapacitated, the application for an immigration permit shall be submitted by their legal representatives.

  6. Document confirming place of residence in Peru or Colombia, with apostille and translation into Ukrainian;

  7. Document confirming place of residence in Ukraine, namely:

    • original (returned after presentation) and a copy of a document confirming ownership of housing in Ukraine;

    • if the housing does not belong to the applicant — written consent of the owner (co-owner), duly certified;

  8. Originals (returned after presentation) and copies of documents confirming military service in the Armed Forces of Ukraine, the State Special Transport Service, or the National Guard of Ukraine;

  9. Conclusion (decision) of a military medical commission declaring the person unfit for military service due to health reasons as a result of diseases, injuries (wounds, concussions, mutilations) sustained during the performance of military duties;

  10. Document confirming legal stay/temporary residence in Ukraine. Legal stay/temporary residence is confirmed by an entry stamp, an extension of the permitted period of stay, a valid temporary residence permit with a registered/declared place of residence, or other documents provided for by the legislation.
