Ukraine Entry and Exit Rules

The entry of foreigners and stateless persons into the territory of Ukraine is governed by the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons", as well as by the relevant international treaties of Ukraine. The general procedure for entry establishes the following conditions.

General Entry Rules

Foreigners and stateless persons may enter Ukraine provided they possess a valid travel document and, where required by law, a visa issued in accordance with the established procedure.

Authorized officers of the State Border Guard Service of Ukraine shall permit crossing of the state border provided that the following conditions are met:

  • possession of a valid travel document;
  • absence of a decision prohibiting entry into Ukraine;
  • possession of an entry visa, where required by law;
  • confirmation of the purpose of the intended stay;
  • proof of sufficient financial means for the period of stay;
  • compliance with the permitted period of stay.

Who Requires a Visa and Who May Enter Visa-Free

  • Citizens of countries with which Ukraine has concluded visa-free agreements (including the Republic of Peru and the Republic of Colombia) may enter Ukraine without obtaining a visa, within the period established by the relevant agreement.
  • Citizens of other countries with which Ukraine does not have a visa-free regime are required to obtain an appropriate visa before travelling.

Permitted Period of Stay

The authorized period of stay depends on the type of document on the basis of which entry is made:

  • under the visa-free regime, the permitted stay is generally up to 90 days within any 180-day period;
  • under a short-term visa, in accordance with the conditions specified in the visa;
  • under a long-term visa, until obtaining the document authorizing further stay or residence in Ukraine.

Documents Required for Entry into Ukraine

Determining the list of documents required for foreigners to enter, stay in, and leave Ukraine, as well as providing official clarifications on these matters, falls within the competence of the State Migration Service of Ukraine.

The indicative list of documents required for citizens of the Republic of Peru and the Republic of Colombia entering Ukraine includes:

  • a valid passport (not expired and free from damage);
  • a Ukrainian visa, where required (see the link);
  • medical insurance, where required depending on the purpose and conditions of travel (it is recommended in all cases, preferably with coverage for war-related risks);
  • documents confirming the purpose of the trip (such as an invitation letter, hotel reservation, employment contract, or other supporting documents, depending on the purpose of the visit);
  • proof of sufficient financial means for the intended period of stay, where applicable.

The above list is indicative and may vary depending on the specific circumstances and the decision of the authorized officer of the State Border Guard Service of Ukraine.

Insurance Requirements

The Embassy strongly recommends obtaining travel medical insurance before travelling to Ukraine. The insurance policy should remain valid during the period of martial law and preferably include coverage for risks arising from military actions.

Please note that standard travel insurance policies generally do not cover damage to health or property resulting from acts of war. Therefore, the terms and conditions of the insurance policy should be carefully reviewed before travelling.

The recommended insurance coverage should include:

  • medical treatment and hospitalization;
  • medical evacuation;
  • where possible, coverage for risks related to military actions.

Visa-Free Regime

Citizens of the Republic of Peru and the Republic of Colombia may enter the territory of Ukraine without obtaining a visa.

Citizens of the Republic of Colombia

Pursuant to the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Colombia on the Mutual Abolition of Visa Requirements for Holders of Ordinary Passports and Other Travel Documents, which entered into force on 17 April 2020, citizens of the Republic of Colombia are entitled to enter, stay in, and leave the territory of Ukraine without a visa for a period not exceeding 90 days within any 180-day period.

Citizens of the Republic of Peru

Pursuant to the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Peru on the Abolition of Visa Requirements for Short-Term Stays, which entered into force on 27 October 2021, citizens of the Republic of Peru holding valid travel documents are entitled to enter, stay in, transit through, and leave the territory of Ukraine without a visa for a period not exceeding 90 days within any 180-day period.

90/180-Day Rule

The "90/180-day rule" means that a visa-free foreign national may stay in Ukraine for a cumulative total of no more than 90 days within any 180-day period, calculated by counting 180 days backwards from the date of inspection.

Accordingly, a person's stay is considered lawful if the total number of days spent in Ukraine does not exceed 90 days within any rolling 180-day period.

The permitted period of stay may be calculated using the "Migration Calculator" available on the official website of the State Migration Service of Ukraine.

Additional Remarks

  • The visa-free regime applies exclusively to travel for tourism, private visits, or business purposes. It does not grant the right to engage in paid employment or study in Ukraine. Appropriate permits or visas are required for such purposes.
  • A valid passport with an unexpired validity period is required for entry into Ukraine.
  • Officers of the State Border Guard Service of Ukraine may request additional supporting documents confirming the purpose of the trip, return ticket, accommodation arrangements, and sufficient financial means.

Visa Regime

Since citizens of the Republic of Peru and the Republic of Colombia benefit from a visa-free regime (see the link), this section is provided for informational purposes only and applies to situations where the purpose or duration of stay exceeds the conditions of the visa-free regime (for example, stays exceeding 90 days, employment, studies, family reunification, etc.).

A visa is required for:

  • citizens of countries that do not have a visa-free regime with Ukraine;
  • citizens of visa-free countries who intend to travel to Ukraine for purposes not covered by the visa-free regime, including employment, studies, family reunification, or stays exceeding the permitted period.

As a general rule, visa applications may be submitted no earlier than three months before the planned date of travel.

Crossing the State Border

The state border of Ukraine may be crossed only through officially designated border crossing points open for the relevant mode of transport and after completing border control procedures.

Border Control

During border control, an authorized officer of the State Border Guard Service of Ukraine shall verify:

  • the validity of the travel document;
  • the presence of a visa, where required by law;
  • whether any entry ban into Ukraine has been recorded in the relevant databases.

Possible Questions Asked by Border Officers

Border officers may ask questions regarding:

  • the purpose and intended duration of the stay;
  • the place of accommodation during the stay in Ukraine (hotel reservation, address of the inviting person, etc.);
  • possession of a return ticket or documents confirming onward travel;
  • proof of sufficient financial means for the intended stay.

Grounds for Refusal of Entry

In accordance with Ukrainian legislation, entry into Ukraine may be refused to a foreign national or stateless person in the following cases, among others:

  • where necessary to protect the national security or public order of Ukraine;
  • where necessary to protect public health or the rights and legitimate interests of Ukrainian citizens and other persons residing in Ukraine;
  • submission of false information or forged documents;
  • where the travel document or visa is damaged, does not comply with the established format, or belongs to another person;
  • violation of border crossing procedures, customs regulations, sanitary regulations, or failure to comply with lawful instructions of border control authorities;
  • where there are outstanding court decisions or decisions of competent public authorities concerning the person.

If entry is refused, the foreign national has the right to receive a written decision stating the reasons for the refusal and may appeal such decision in accordance with the procedure established by law.

Right of Border Officers to Request Additional Documents

Authorized officers of the State Border Guard Service of Ukraine may request additional documents or explanations confirming compliance with the entry requirements described in this guide, particularly regarding the purpose of the trip, financial means, and accommodation during the stay.

Entry of Minors

The entry of minors into the territory of Ukraine is subject to additional requirements regarding documents confirming the child's identity and the legality of the accompanying person's authority.

Documents Required for Minors

  • a valid passport belonging to the child (passport issued by the child's country of nationality);
  • a birth certificate or another document confirming the family relationship with the accompanying person or persons;
  • where applicable, documents confirming the purpose of the trip (invitation letter, hotel reservation, etc.).

Travelling with One Parent

If a child is travelling accompanied by only one parent, it is recommended to carry documents confirming the family relationship (birth certificate), as well as, where required by the legislation of the child's country of nationality, a notarized consent from the other parent authorizing the child's travel abroad.

Since the requirements regarding such consent are established by the legislation of the child's country of nationality and by the competent authorities of the Republic of Peru or the Republic of Colombia, travellers are advised to verify the applicable requirements with the competent authorities of their own country before departure.

Travelling without Parents

If a child is travelling with a person other than one of the parents (for example, another relative or an authorized accompanying person), it is recommended to carry a notarized consent signed by both parents (or by one parent, where legally applicable), indicating the destination country, the duration of the trip, and the details of the accompanying person, together with documents confirming that person's authority.

Recommendation: Before travelling abroad with a minor, it is recommended to consult the competent authorities of the Republic of Peru or the Republic of Colombia regarding the current requirements for the departure of minors from the country of their nationality.

Importation of Cash, Medicines, and Personal Belongings

Currency Regulations

In accordance with the Regulation on the Cross-Border Movement of Currency Valuables approved by the National Bank of Ukraine, individuals may bring cash and banking metals into the customs territory of Ukraine without submitting a written declaration provided that the total value does not exceed the equivalent of EUR 10,000.

If the amount is equal to or exceeds this threshold, a written customs declaration covering the full amount is mandatory.

Importation of Medicines

The importation of medicines for personal use is regulated by the Resolution of the Cabinet of Ministers of Ukraine "On the Quantities and Procedure for Importation by Individuals of Medicines and Special Infant Food into the Customs Territory of Ukraine."

Travellers are advised to carry documents confirming the medical necessity of the medicines (such as a prescription or medical certificate), particularly in the case of medicines whose circulation is subject to special control in Ukraine.

Customs Restrictions

  • Used personal belongings intended exclusively for personal use are exempt from customs duties and are not included in the customs value threshold.
  • Goods may be imported free of customs duties and without submitting a written declaration up to a value of EUR 500 when entering Ukraine by land and up to EUR 1,000 when entering by air.
  • Separate duty-free quantitative limits apply to alcoholic beverages and tobacco products for persons aged 18 years and over.
  • Failure to comply with customs declaration requirements may result in administrative fines or confiscation of the goods concerned.

Transport of Pets

The importation of pets (dogs, cats, and ferrets) into Ukraine is regulated by veterinary legislation and falls within the competence of the State Service of Ukraine on Food Safety and Consumer Protection.

General requirements include:

  • identification of the animal by microchip;
  • valid rabies vaccination;
  • an international veterinary certificate.

Transit through Third Countries

As direct civil air service to Ukraine has been temporarily suspended since February 2022, travel to Ukraine generally requires transit through the territory of European Union Member States (the Republic of Poland, Romania, Hungary, and the Slovak Republic) or the Republic of Moldova.

  • Citizens of the Republic of Peru and the Republic of Colombia enjoy visa-free entry to the Schengen Area (up to 90 days within any 180-day period). Therefore, in most cases, they are not required to obtain an additional transit visa when travelling through Poland, Romania, Hungary, or the Slovak Republic.
  • Please note that, tentatively from the second half of 2026, the European Travel Information and Authorisation System (ETIAS) is expected to become operational for travel to the Schengen Area. ETIAS is an electronic travel authorization and is not a visa. The authorization must be obtained online before the trip. Travellers are advised to verify the current implementation status on the official European Union website before departure.
  • With regard to the Republic of Moldova, citizens of the Republic of Peru and the Republic of Colombia also benefit from a visa-free regime for short-term stays. However, travellers are advised to verify the applicable entry requirements immediately before travelling.

Recommendation: Before travelling through any third country, travellers are strongly advised to verify the applicable entry and transit requirements directly with the official website of the relevant diplomatic mission or immigration authority, as such requirements may change periodically.

Temporary Suspension of Civil Air Traffic

Due to the ongoing armed aggression against Ukraine, civil air traffic to and from Ukraine has been temporarily suspended since February 2022.

Accordingly:

  • direct international passenger flights to Ukraine are currently unavailable;
  • all international airports in Ukraine (Kyiv, Lviv, Odesa, Kharkiv, and others) remain closed to civil aviation;
  • the only way to enter Ukraine is by land (private vehicle, bus, or railway) through official border crossing points or, in certain cases, by sea or inland waterways through the appropriate ports.

As a result, travel to Ukraine generally consists of two stages:

  1. A flight to a country bordering Ukraine.
  2. Crossing Ukraine's state border by land.

Recommended Routes and Means of Transportation

The most common route for citizens of the Republic of Peru and the Republic of Colombia consists of the following stages.

First Stage: Flight to a Country Bordering Ukraine

  • Republic of Poland: Warsaw, Kraków, Rzeszów, Lublin
  • Romania: Bucharest, Suceava
  • Hungary: Budapest
  • Republic of Moldova: Chișinău

Second Stage: Crossing the Ukrainian State Border by Land

The Ukrainian state border may be crossed through any operational border crossing point, including:

From Poland:

  • Shehyni
  • Krakivets
  • Ustyluh
  • Rava-Ruska
  • Uhryniv

Whenever possible, travellers are advised to choose less congested border crossing points, as waiting times at the busiest crossings may be significant, particularly during the summer season.

From the Republic of Moldova:

  • Otaci – Mohyliv-Podilskyi
  • Kuchurhan
  • Palanca – Maiaky

Waiting times at these crossings are generally shorter and usually range from 15 to 60 minutes.

Operational road and railway border crossings are also available from Romania, Hungary, and the Slovak Republic.

Means of Transportation

  • Bus services: Regular international buses operate from Warsaw, Kraków, Bucharest, Budapest, and Chișinău to various Ukrainian cities, including Lviv, Kyiv, and Odesa.
  • Railway services: International train connections are available, including services from Przemyśl (Poland) to Kyiv and Lviv.
  • Private or rental vehicle: Travelling by car is a convenient option; however, travellers should take into account possible waiting times at the border crossing points.

Recommendation: Travellers are encouraged to check current information regarding waiting times at border crossing points in advance and, where possible, plan to cross the border on weekdays during the morning hours, as this generally results in shorter waiting times.

Departure from Ukraine

Documents Required for Departure from Ukraine

Foreigners and stateless persons may leave the territory of Ukraine provided they possess a valid travel document and have complied with the period of stay established by Ukrainian legislation.

Travellers are advised to carry documents confirming the legality of their stay in Ukraine (entry stamp, visa where applicable), as well as documents confirming compliance with the permitted period of stay under the visa-free regime or visa conditions.

Period of Stay for Foreign Nationals

The permitted period of stay is calculated in accordance with the "90/180-day rule".

Exceeding the permitted period of stay constitutes a violation of Ukrainian immigration legislation.

Liability for Overstaying

Pursuant to Article 203 of the Code of Ukraine on Administrative Offences, exceeding the permitted period of stay may result in administrative liability in the form of a fine.

In cases of significant overstay, the competent authorities may also decide to prohibit the foreign national from re-entering Ukraine (generally for a period of up to three years), as well as order the person's forced return or deportation to their country of origin.

Departure of Minors

The departure of minors from the territory of Ukraine is subject to the same documentary requirements applicable to entry, namely:

  • the child's own valid passport;
  • documents confirming the family relationship with the accompanying person or that person's authority to accompany the child.

Travellers are advised to prepare all necessary documents in advance, taking into account the legal requirements of the child's country of nationality.

Additional Information

  • Travellers are advised to carry identification documents, proof of valid medical insurance, and the contact details of their country's diplomatic mission at all times.
  • International payment cards (Visa and Mastercard) are accepted in the vast majority of cities and towns throughout Ukraine. However, temporary disruptions to electricity and telecommunications may occur, particularly in areas closer to the front line. Therefore, travellers are advised to carry a reasonable amount of cash in the national currency (Ukrainian hryvnia).
  • It is recommended to purchase a SIM card from one of the Ukrainian mobile network operators immediately after entering Ukraine.
  • In the event of an air raid alert, individuals should immediately proceed to the nearest shelter (such as a basement, metro station, or designated shelter) and remain there until the official "all clear" announcement is issued. Ukraine operates an official mobile application that provides real-time air raid alerts.
  • To facilitate assistance in the event of an emergency, travellers are encouraged to inform the diplomatic mission of their country about their planned trip before travelling.
  • Travellers should avoid visiting areas near the front line, temporarily occupied territories, and border areas adjacent to the Russian Federation and the Republic of Belarus, where access for foreign nationals is prohibited or significantly restricted.
