An apostille is a special stamp that certifies the authenticity of the signature of a public official and the authenticity of the seal or stamp on an official document for its use in the States parties to the 1961 Hague Convention.
Ukraine, Peru, and Colombia are States parties to the 1961 Hague Convention.
This means that:
The apostille on a document is placed by the same authority that issued the document. If the document was issued by an authority of Peru or Colombia, it is necessary to apply to the same authority that issued the document in order to obtain an apostille.
An apostille is not placed:
ATTENTION: If local authorities require an apostille on documents issued by the Embassy of Ukraine (for example, an apostille on a certificate of no criminal record issued by the Embassy of Ukraine), you may complete the procedure of consular signature legalization (legalization of the consular signature) at the Ministry of Foreign Affairs of the country of residence (the Ministry of Foreign Affairs of Peru or Colombia). The legalization of the consular signature will serve as an alternative to an apostille for documents issued by the Embassy.
ABOUT THE APOSTILLE ON OFFICIAL UKRAINIAN DOCUMENTS ISSUED IN UKRAINE:
The Ministry of Education and Science of Ukraine places apostilles on official documents related to the fields of education and science. These documents include educational diplomas, certificates awarding academic titles, school certificates, certificates from educational institutions, study plans, and other similar documents.
