Registration of a name change by citizens of Ukraine at the Embassy of Ukraine is possible ONLY for those citizens who have completed the procedure for permanent residence abroad in accordance with the legislation of Ukraine and have the corresponding stamp in their Ukrainian passport for travel abroad.
