Renunciation and Loss of Ukrainian Citizenship

In accordance with the legislation of Ukraine, termination of Ukrainian citizenship is possible, in particular, through renunciation of citizenship (upon the personal application of the individual) or through the loss of citizenship (on the initiative of state authorities).

Renunciation of Ukrainian citizenship is initiated personally by the citizen and is permitted provided that the person has already acquired the citizenship of another state or has received a guarantee of its acquisition.

Attention! Renunciation of citizenship is not permitted if the person has been notified of suspicion in a criminal offense in Ukraine or is subject to a court conviction that is enforceable.

Applications and supporting documents may be submitted to a consular office by:

  • Citizens who have registered their permanent residence abroad and have the corresponding mark in their passport.
  • Citizens who are nationals of states whose citizens acquire Ukrainian citizenship under a simplified procedure, regardless of their place of residence and whether they have a permanent residence abroad stamp.


Consular fee for processing renunciation of Ukrainian citizenship: 300 USD.

The consular fee may be paid using one of the following methods:

  1. By bank card using the payment terminal located at the Embassy premises (applicable bank fees may apply).

  2. Through the banking application (available only to persons who have an account with the Peruvian bank BBVA).

  3. In cash, in U.S. dollars, at a bank branch, upon presentation of the bank payment slip issued during the consular appointment.


Documents for adult applicants permanently residing abroad

The following must be submitted in person:

  1. Application for renunciation of Ukrainian citizenship in 4 copies (template provided by the consulate);

  2. 4 photographs (35 × 45 mm);

  3. Ukrainian international passport with a stamp of permanent residence abroad;

  4. Internal Ukrainian passport (if available);

  5. Document confirming permanent residence abroad;

  6. One of the following documents:

    • Proof of acquisition of foreign citizenship (with an official translation into Ukrainian), OR

    • Official guarantee from a foreign state confirming that the applicant will acquire its citizenship after renouncing Ukrainian citizenship;

  7. Proof of payment of the consular fee.


Documents for a child’s renunciation of citizenship together with parents

If a child has moved abroad for permanent residence and the parents (or one of them) are renouncing Ukrainian citizenship, one parent includes a request concerning the child in their application. The following documents must be submitted:

  1. Child’s birth certificate (foreign document must be apostilled and translated into Ukrainian);

  2. 4 photographs of the child (35 × 45 mm);

  3. Document confirming acquisition of foreign citizenship by the child or a guarantee (not required if citizenship is automatically granted upon parents acquiring it);

  4. Notarized consent statement from the child aged 14–18 (signed in the presence of a consul);

  5. Child’s Ukrainian international passport with a mark of permanent residence abroad;

  6. Internal Ukrainian passport of the child aged 14–18 (if available);

  7. Document confirming the child’s permanent residence abroad.

(Note: Separate document lists apply to children whose parents have already renounced Ukrainian citizenship or to adopted children; details can be уточнені during a consular appointment.)


General requirements

  • All documents issued in a foreign language must be apostilled and accompanied by a notarized translation into Ukrainian.
  • The general processing time (Ministry of Foreign Affairs and the Commission under the President of Ukraine) is up to 1 year. In case of refusal, the consular fee is non-refundable.
  • The date of termination of Ukrainian citizenship is the date of issuance of the relevant Decree of the President of Ukraine. Within one month thereafter, the consulate withdraws Ukrainian passports and issues a certificate confirming termination of citizenship.

Loss of Ukrainian citizenship is initiated by the state authorities of Ukraine on the basis of legal grounds. Such grounds include, in particular:

  • Voluntary acquisition by an adult citizen of Ukraine of the citizenship of an aggressor/occupying state (as recognized by the Verkhovna Rada of Ukraine) or of a state that does not fall under the simplified procedure for acquiring Ukrainian citizenship.
  • Acquisition of Ukrainian citizenship by deception, submission of false information, or concealment of material facts.
  • Military service under contract in an aggressor or occupying state.
  • A guilty verdict issued by a court in Ukraine for crimes against national security, terrorism, financing of terrorism, etc.
  • Participation in armed aggression against Ukraine or in the occupation administration in temporarily occupied territories.


The decision on the loss of citizenship is also adopted by the President of Ukraine through the issuance of a relevant Decree.
